These men are sinners. Romans 3:23 says so.
Because of that, they could never bring this
kind of world into being.

2 Thessalonians 2:3
"that the man of sin. . . .the son of perdition"
So out of all the confusion and frustrations
this man is going to come out into the open
and bring about real chaos.
